You know, this inspired me for a pac-man minecraft game
Build the pac-man maze on the ground level (perhaps made of glass), and have some people designated as ghosts (change the player skins for added effect)
Someone can watch from above to act as a "judge" of sorts. Build power-pellets as single blocks, and "Pac-Man" needs to go around and destroy all the blocks before getting tagged by a ghost.
Not sure how the powerup would work though.

You'd run into difficulty with the fact that 4 humans trying their damndest to catch Pacman would have no trouble at all doing so.
The game is only playable because 3 out of the 4 ghosts have programmed behaviour other than "go to where Pacman is as quickly as possible", the rules they follow are sort of interesting when I've seen them explained around the place.
Maybe if the walls of the maze were high enough to keep them from seeing each other – then it'd be an exercise in cat & mouse maze searching. Although an organised ghost team could probably manage to systematically sweep the whole place.
